Andy Vo, owner of the Saigon Café in Millburn, said his new restaurant existing restaurant's popular menu will also be used at the Westfield location, will offer traditional Vietnamese dishes, including several variations of pho. “Pho is a well-known Vietnamese noodle bone both dish,” he said. “This is our second location, and the first one is the Saigon Cafe in Millburn which was voted the best pho restaurant in NJ.
